Most retaining wall projects start with the same question: how high can I go before I need to bring in an engineer?
In Queensland, the number to remember is 1 metre.
Under the Building Regulation 2021, a retaining wall may be considered “accepted building work”, meaning you may not need building approval.
Generally, this applies if the total height of the wall, including the cut or fill it supports, is no more than 1 metre.
Other conditions also need to be met.
Because when concrete, soil and gravity get together, height is never the whole story.
The fine print on the 1-metre rule
You can generally build a wall up to 1 metre without approval if:
● The wall and the cut or fill it retains add up to no more than 1 metre in height
● There’s no surcharge loading within the wall’s zone of influence
● It sits at least 1.5 metres from a building or another retaining wall
● It isn’t part of a regulated swimming pool barrier
“Surcharge” sounds technical, but it means any extra weight pressing on the soil behind your wall. A house footing, a shed or a driveway nearby all count.
Any of these changes the forces your wall has to handle, and that can bring in extra design and approval requirements.
What changes above 1 metre?
Go over 1 metre and you’ll generally need an engineer to design and certify the wall.
The reason is simple physics.
The taller the wall, the harder the soil behind it pushes. Add a Gold Coast downpour, poor drainage or a heavy load sitting above it, and that pressure climbs fast.
An engineer looks at your site and your plans, then works out what the footings, reinforcement and drainage need to be for the wall to stay standing.
Drainage matters at any height
A wall under 1 metre still needs to be built properly.
When water builds up behind a wall, it adds a surprising amount of pressure. That’s why a good build always accounts for drainage, the right backfill, and installing your chosen wall system the way it was designed to go in.
Check before you dig
Think of the 1-metre rule as a starting point, not a free pass.
Council planning rules, your soil, boundaries, nearby structures and overlays can all affect what you’re allowed to build. Queensland authorities recommend checking the requirements before any work begins.
Start by picking a retaining wall system that suits your height, your soil and the look you’re after. If your wall is anywhere near that 1-metre mark, check the approval and engineering requirements first.
A phone call now costs a lot less than finding out later that gravity has lodged an objection.
